Catawba District Overview & The Role of a Scouting District
A Scouting district is a geographical area of the local BSA council, determined by the executive board. District leaders mobilize resources to ensure the growth and success of units within the district’s territory. All districts carry out four standard functions: membership, fund development, program, and unit service.

Membership strives for growth by organizing new Scouting units and recruiting new members to existing units.

Fund Development ensures the district provides its share of funds to the total council operating budget.

Program supports Scouting units with camp promotion, special activities, community service, adult volunteer training, and youth advancement and recognition.

Unit Service provides direct coaching and consultation by district volunteers for unit leaders to help ensure the success of every Scouting unit.
Members of the district committee perform the membership, fund development, and program functions, while the district commissioner’s staff focuses on unit service. The district chair is a member of the council executive board, and the district commissioner meets regularly with the council commissioner and other district commissioners. Additionally, each district operating committee chair may serve on the corresponding council committee. The district nominating committee is responsible for selecting competent officers and members-at-large to ensure effective district leadership.
Catawba District: A Thriving Scouting Community
The Catawba District of the Georgia Carolina Council is dedicated to developing youth into future leaders through adventure, service, and personal growth. Our district proudly serves more than 1,200 Scouts, Explorers, and Venturers across 67 Packs, Troops, Crews, and Posts, supported by over 600 trained adult volunteers who are committed to making a difference.
Covering 16 counties—12 in Georgia and 4 in South Carolina—Catawba District provides Scouting opportunities to youth throughout the region, offering programs that build character, leadership skills, and lifelong friendships. Below is a list of all the counties covered by Georgia Carolina Council:
